if ther is un iteme listed in featured acutions without\
image and if you want later to edit the iteme and upload a picture of the item the picture does not show in the Featured acution.

Please search forums before posting always.
Yes featured thumbs will be generated at the item submit only to keep the system honest and users can not cheat by changing items photo or description.
