Im trying to get rid of the general section on the submit auction page foud the code on sell.htm deleted it but it still shows up

There is a topic in our FAQ forum on how to disable custom fields, these fields are custom fields

you just need to disable them in admin->custom fields manager, then disable any enabled fields.
