When copying an expired ad, it is copied correctly but when you go to "preview" it does not recognize the location copied and takes you back to the new ad page with a "Location missing" error and no way to again choose a location.....
May be you removed any required code from the edit ad template or language file. Try to test on the demo and compare templates and restore any if required.
