Ask your server administrator what is the cgi url since you have the sgiwrap installed, normally something like www.domain.com/cgiwrap/ instead of www.domain.com/cgi-bin/. remember cgiwrap is not safe and very dangerious and actually most hosting companies discountinued using it unless they do not upgrade their servers. The cgiwrap allows runing scripts from any directory not only from cgi-bin but from any directory on your site.
